Managers of the world, they need a large population of human, the smartest machine on Earth, to serve them. War, poor living condition, without (not merely poor) education, etc., are outside their consideration. Progressing to rationality, human irrationally born like non-human being---resource on ship is always limited. Planned birth makes the world ordered more.
