Of course cfdisk may be more universal one, but gparted provides NTFS support.
Enable GParted to create FAT32 PartitionInstall package dosfstools:

$ aptitude install dosfstools

If you need to format a hard drive to NTFS, you also assure package ntfsprogs installed. This is a cluster of NTFS tools, including creating NTFS file system and access tool. You may refer ntfsmount project.
